A Brief of the Welcoming Address of H.E. Counsellor/ Mohamed El-Faisal Youssef; President of the Accountability State Authority and First Vice-President of INTOSAI, during the 78th INTOSAI Governing Board Meeting

Counsellor/ Mohamed El-Faisal Youssef: Our shared commitment to cooperation and innovation is Egypt's starting point towards an effective INTOSAI Chairmanship.
Counsellor/ Mohamed El-Faisal Youssef; President of the Accountability State Authority of Egypt and First Vice-President of INTOSAI, welcomed the distinguished guests of the Arab Republic of Egypt participating in the 78th INTOSAI Governing Board Meeting, hosted in Cairo on the banks of the River Nile.
In his welcoming speech, Counsellor/ El-Faisal underscored that this Meeting represents a pivotal moment in the history of the Egyptian Supreme Audit Institution, especially since it comes prior to Egypt’s second hosting of INCOSAI, scheduled to be held in October 2025, after the first hosting in 1995.
He pointed out that INTOSAI has succeeded, despite the radical changes and emerging challenges over the past three decades, in maintaining its dynamism as a leading international organization that supports public transparency, promotes good governance, adheres to the valuesof accountability, professionalism and cooperation as well as seeks to develop standards and build SAIs’ professional capacities.
He asserted that the commitment of the member SAIs to strengthening the joint strategy and facing challenges in a spirit of cooperation and innovation represents the launchpad for the Accountability State Authority of Egypt towards preparing and gearing up for the activities and the work of the Organization’s upcoming presidential term, through building on the achievements of this current tenure chaired by SAI Brazil and the distinct role of the General Secretariat assumed by the Austrian Court of Audit.
He also valued the remarkable contributions and inspiring ideas provided by the INTOSAI's Goal Committees, Working Groups and INTOSAI member SAIs, stressing that convening the Governing Board this year will add further momentum to INTOSAI's agenda, through discussing the reports of the Secretary General, th Committees and the Regional Organizations as well as adopting expected decisions.
At the end of his speech, Counsellor/ Mohamed El-Faisal Youssef expressed his aspiration for successful deliberations and fruitful discussions that would contribute to enhancing accountability and transparency at the national, regional and international levels.
